		<description>Of course you can improve the quality without testing: by thinking hard about how the application behaves, and making the appropriate changes, you can improve the quality.

I do agree that testing certainly helps improve quality faster --- unless you're a genius, it's easier to find quality problems by observing them rather than by studying the code. Also, without extensive testing it's possible to make a change that improves one area to the detriment of another.</description>
